    Dear friends and colleagues,

    Our Congress, the flagship event organised every year by our beloved UIA, is drawing closer. The 67th edition will take place this year in Rome, for the first time since 1927, when our association was founded. The "eternal city" is a melting pot of cultures dating back thousands of years, where time and art give people an elevated and almost transcendent perspective. This atmosphere will unquestionably be a source of inspiration for the Congress participants! There will be many attractions outside the meeting rooms, but I am sure that the main themes will capture the attention of the Congress participants: "Freedom of Movement, Migration and Human Rights" and "Food, Environment and Energy Challenges".

    Without doubt, both issues are very topical, but at the same time also complex and controversial. The human drama of migration, when it is a necessity for survival, is added to the drama of war and environmental challenges. These are two intertwined facets of the same tragedy that falsify the illusion of complacency and self-righteousness of rich societies. Indeed, both issues challenge the very pillars of our human rights system. On the one hand, they raise doubts about the coherence of a modern interpretation based on the positive obligations of States to guarantee certain conditions and provide certain minimum services for the protection of basic legal goods such as life and health, related to food and the environment. On the other hand, they call into question the obligation of these States to reach an international consensus in the form of clear rules, which ensure the legal security of people – all people – in the face of the great uncertainties of life.

    Both subjects call for a calm technical and legal debate that can also contribute to the search for realistic solutions. Through the 45 working sessions scheduled and by listening to the 300 speakers – with all the variety and depth stemming from the diversity of the origins of the speakers and participants, coming from more than 80 countries – I am convinced that we will make concrete progress in the quest for realistic and viable solutions to these issues, which call into question the very essence of our capacity as lawyers.

    We will be able to reflect on all this in the incomparable setting of a city that will undoubtedly leave lasting memories for all of us. For me, this will be a unique opportunity, as the Congress will take place during my term of office, and I look forward to seeing you all there in person!

    Dear Colleagues, Dearest Friends,

    Here we are, finally!

    On behalf of the members of the Organising Committee, I have the honour and pleasure to warmly invite you all to attend the 67th Annual Congress of our beloved Association, to be held in Rome from October 25 to 29, 2023.

    Italy, the Bel Paese has already had the honour of hosting you on the occasion of previous UIA Congresses (Milan 1958, Turin 2001, Florence 2014), but, putting aside any false modesty, be assured that the one in Rome will be a truly exceptional Congress, definitely not to be missed.

    Rome, the capital of the Roman Empire, is HISTORY.

    Rome, the birthplace of the Renaissance perfection of Bramante, Raphael and Michelangelo, and the stage on which artists of the calibre of Bernini, Borromini, Canova, and Caravaggio competed  for excellence, is ART.

    Rome, the mother of the corpus iuris civilis, is the CRADLE OF LAW.

    Rome, the eternal city, is an ELIXIR FOR A LONG LIFE.

    The city and traditions of Rome are perfectly matched to the two main Congress themes, “Freedom of Movement, Migration and Human Rights” and “Food, Environment and Energy Challenges”.

    Rome, the navel of the Mediterranean, has, since time immemorial, an innate predisposition to hospitality and, with its cuisine, traditionally defined as poor because based on natural products of strict local origin (today we would say "at Km 0") represents a guide and a model of development that can contribute to access to food for the vast communities that are still deprived of it.

    It is no coincidence that the International Institute of Agriculture had its headquarters in Rome from 1905 to 1948 and the headquarters of the Food and Agriculture Organization of the United Nations have been in Rome since 1951.

    We look forward to welcoming you with outstretched arms, hoping Rome’s most beautiful month of ottobrata will also be our devoted partner.

Members of the legal profession cannot be registered as accompanying persons for the Congress. Accompanying persons are not authorized to attend scientific sessions or lunches. To be able to participate in social activities, accompanying persons need to have registered and paid the corresponding registration fees.

As the access to some venues might not be very easy for people with restricted mobility, please kindly indicate in the appropriate section of the registration form whether you need any particular attention.

LUNCHES

Lunches will be organised so that you have ample time to meet friends and colleagues. They will be served at the Parco dei Principi Hotel as a standing cocktail reception. Access will be granted on presentation of your badge, and based on the selection you have made on your registration form.

ACCREDITATION

In order to obtain credits for continuing legal education purposes, if applicable depending on agreement at the national level, each participant attending the Congress may download his / her “Certificate of Attendance” after the Congress ends through “My UIA” section at www.uianet.org. For the first time since its founding year, 1927, UIA will hold its Annual Congress in Italian capitol city, Rome.

ENTRY FORMALITIES

Nationals of EU Member States, Switzerland and the United Kingdom do not need a visa for stays of less than three months. However, they must be in possession of a valid National Identity Card or Passport.
Passport holders from countries other than EU Member States, Switzerland or the United Kingdom should consult the government website, which lists the countries whose citizens do not require a visa for short stays. If, however, you are a citizen of a country that is subject to the visa obligation, please contact the Italian embassy or consulate in your country of residence in order to obtain a visa: https://vistoperitalia.esteri.it/home/en
We strongly advise those who require a visa to proceed with their visa application as early as possible.

HEALTH

Since 1st June 2022, travellers are allowed to enter Italy without presenting any proof of vaccination against Covid-19 or a negative PCR test.

TRANSFERS

The UIA will not provide shuttle services from the airport or from the train station. Roma Fumicino international airport is located 33 km from the Parco dei Principi Hotel. It takes around 45-50 minutes to go from the airport to the Parco de Principi by taxi depending on traffic conditions. You can also reach the city centre with the Leonardo Express, a non-stop service dedicated exclusively to airport passengers, from/to Rome Termini central station with departures every 15 minutes and a journey time of 32 minutes. Rome has also a good public transport system including buses, trains and tramway.

Do not miss the opportunity to visit the beautiful Villas of Tivoli: Hadrian’s Villa and Villa d’Este.
Tivoli is a small town near Rome which has become a World Heritage Site thanks to its magnificent Villas from different eras.
Hadrian’s Villa, the exuberant countryside residence of the Emperor Hadrian: inspired by the Greek and Oriental architecture, the Villa is rich in extraordinary architectural and sculptural decorations, and includes residential buildings, spas, theatres and gardens.
Villa d’Este, a masterpiece of the Italian Renaissance: stroll in its beautiful gardens accompanied by the sound of water flowing through the hundreds of fountains, magnificent waterfalls and ornamental pools.
The visit includes a Round-trip private transfer from Rome, a tour guide for every 25 pax, skip the line tickets, earphones, lunch in a restaurant overlooking a Roman temple.

TOURIST ACTIVITIES FOR ACCOMPANYING PERSONS

Reservations for tourist activities should be made directly through EC Target agency (ectour@ectarget.com).

Some tours have a limited number of places and reservations will be taken on a first-come, first-served basis. We therefore recommend reserving places for spouses/guests in advance. You will still have the possibility of registering with EC Target at Parco dei Principi, subject to availability. Payments must be made in euros.
The definitive departure times for the tourist activities will be printed in the final brochure.
A minimum number of 10 participants is required for each activity, without which the activity may be postponed or cancelled (in this case a refund will be offered). EC Target will not offer a refund for any no-shows on the day of the activity.
All the activities offered below are exclusively reserved for UIA Congress attendees. The official language for all the activities is English. Depending on the number of participants and the languages spoken, sub-groups may be formed.

Rome Golf Cart Tour (3 hours)

Discover the wonders of Rome aboard a Golf Cart, a silent and ecological electric vehicle, which can access most of historic center areas that are closed to traffic. You will be able to admire all the main monuments and squares of Rome’s historic center up close, while the guide will give you the most interesting tourist and historical information about the city.
During the tour there will be stops to take pictures ( Piazza Navona, Pantheon, Trevi Fountain, Piazza di Spagna, Piazza del Popolo, Colosseum, Piazza Venezia and Capitolium) and for some time to relax and enjoy a drink or an ice cream.

General Conditions

All registrations received by the Union Internationale des Avocats (UIA) along with the full payment of fees corresponding to the events selected will be confirmed in writing. A registration number will be assigned to each participant, which will be required during registration at Parco dei Principi Hotel for handing over the Congress documents.

The UIA reserves the right to cancel or postpone the Congress to a later date, change the Congress venue and/or programme, make any corrections or modifications in the information published in the Congress programme and cancel any invitation to participate in the Congress, at any time and at their discretion, without having to provide any reasons.

Neither the UIA, nor any of its managers, employees, agents, members or representatives shall be held responsible for any loss or damage, of any nature, suffered (directly or indirectly) by a Congress delegate, accompanying person or a third party following any cancellations, changes, postponements or modifications.

Neither the UIA, nor any of its managers, employees, agents, members or representatives shall be held responsible for any loss or damage, of any nature whatever, suffered (directly or indirectly) by a Congress delegate or accompanying person, except in case of death or personal injury due to gross negligence by the UIA.

The contractual relationship between the UIA and each participant (Congress delegate or accompanying person) in relation to the Congress are governed exclusively by French law. All dispute arising therefrom shall be resolved exclusively by the courts of Paris, France.

For accommodation for the Congress, the contractual relationship will be established directly between Bnetwork and each participant.

Formalities
It is the responsibility of Congress participants to ensure compliance with police, customs and health formalities for their journey. Congress participants unable to take part in the Congress because of their inability to take a flight or any other means of transportation due to being unable to provide the documents required (passport, visa, vaccination certificate, etc.) cannot claim any reimbursement.

Force majeure
“Force majeure” means any event external to the parties, of both an unforeseeable and insurmountable nature, that prevents either the client or the participants, or the agency or service providers involved in organizing the Congress, from executing all or part of the obligations provided for in the present agreement. By express agreement, such will be the case in the event of a strike affecting the means of transport, hotel staff, air traffic controllers, an insurrection, a riot or any prohibition whatever decreed by Governmental or public authorities. It is expressly agreed that for the parties, a case of force majeure would suspend the execution of their reciprocal obligations. At the same time, each of the parties shall be responsible for all the expenses incumbent upon them, resulting from the case of force majeure.

Health
The UIA declines any liability in case of any health problems that may lead to complications or be aggravated during any part of the stay: pregnancy, cardio-vascular problems, any allergies, special diets, any disorders under treatment and not yet resolved on the day the Congress starts, psychological, mental or depressive illness, etc. (Non-exhaustive list).

Cancellation Terms

Cancellation of Registration for the Congress / Gala Dinner
All cancellations will be subject to a 20% processing fee and must be sent in writing to the UIA no later than 30 September 2023. There will be no refunds for cancellations received after this date, not even for cancellations due to medical reasons

The UIA strongly advises participants to take out a cancellation insurance.

Participants who have paid the total registration fee and who are unable to attend the Congress personally may send a colleague as a substitute after informing the UIA. A €50 processing fee will be charged.

All refunds will be paid after the Congress.

Registration refunds due to visa refusal
If you require an official invitation letter in order to obtain a visa, please:

  • Register for the Congress and pay the registration fees as early as possible and no later than 31 August 2023 to ensure there is enough time to obtain a visa;
  • Submit your request for an invitation letter no later than 30 September 2023. Invitation letters cannot be guaranteed after this date.

Once you have your invitation letter, you will need to apply for your visa. You are urged to contact the nearest Italian embassy or consulate as early as possible to determine where you should apply. You should also ask how long completing the visa process normally takes.

If you are refused a visa and you applied for your visa before 31 August 2023, we will refund your registration fees minus €50 to cover administrative costs. To be considered for a registration refund, please:

  • Submit proof of a visa refusal to the UIA before the Congress; 
  • Submit a stamped copy of your visa application form (showing that you applied before 31 August 2023) before the Congress.

If your visa is issued after the Congress date or if you do not have proof of a visa refusal, you will not be entitled to a refund.

Assistance / Repatriation Insurance (at your own expense)
With regard to your participation in the Congress, we recommend that you purchase an insurance policy providing hospitalization and medical expenses coverage.
For your information, insurance may be included if you pay with some credit cards (please check with your bank to obtain details about such coverage).
The UIA declines all liability in case a Congress participant fails to purchase such an insurance policy.

1. The personal data that you provide to us is processed by the International Association of Lawyers (the central services, communication, development and accounting departments; the accounting department only processes contact and accounting data), the registered office of which is located at 9 rue du Quatre-Septembre, 75002 Paris, France (Tel: +33 1 44 88 55 66 - Fax: +33 1 44 88 55 77 - privacy@uianet.org), which is the controller, hereinafter “UIA”.
Your data is processed in accordance with French Law no. 78-17 of January 6, 1978 on computerized data processing, personal data and civil liberties, and EU Regulation no. 2016/679 on data protection:
• The data that is necessary for the performance of your contract with the UIA is processed for the following purposes:
i. for the purpose of customer management;
ii. for the issuance, collection and verification of invoices.
This data is kept for 10 years after the completion of our last contract.

2. Your data will not be transmitted to any recipient other than those specified below and for the following purposes:
- to judicial and administrative authorities, to the persons and other entities to which a right of access
to such data is granted by law;
- to the public or private entities for which the disclosure of data is necessary in order to meet the accounting and administrative needs of the UIA, as well as to comply with the obligations imposed by tax law and regulations, such as public agencies and accounting firms;
- to certain third parties, such as travel agencies, with which we cooperate for the organization of our events and activities;
- to certain third parties, such as event sponsors or partners, as part of partnerships and in order to inform you of their services or products, to which you expressly agree and can opt out of at any time;
- to the law firm and the bailiff, as necessary, that are instructed to collect our invoices in the event of failure to pay;
- your resume to relevant authorities with a view to enabling you to obtain accreditation as part of vocational training and in order to inform participants;
- to our subcontractors that are responsible for the IT infrastructure, our management program, and the production and maintenance of our website and extranet, to the extent necessary for the performance of their respective assignments.

3. By making a written request (including in electronic format) that is dated, signed, and sent to UIA’s data processing officer with proof of your identity, you can obtain from the UIA a free copy (including in electronic format) of the personal data the concerns you, as well as, where appropriate, the rectification or deletion of data that is inaccurate, incomplete or irrelevant, or the limitation of processing within 30 days. You also have a right to data portability. After this period of 30 days, you may consider that the application has been rejected. You can, under Article 40-1 of the above Law, set guidelines for the retention, deletion and disclosure of your personal data after your death.

4. If at any time, you believe that we have not respected your privacy, please send a letter or email to privacy@uianet.org. We will make every effort to identify and correct the problem.
