The 63rd UIA Congress took place in Luxembourg, from November 6 to 10, 2019 
Each year, the UIA Congress brings together approximately 1,000 lawyers from around the world to discuss important legal issues. In 2019, Luxembourg hosted the 63rd UIA Congress from November 6 to 10, at the European Convention Center Luxembourg - ECCL.

Two main themes were addressed in plenary sessions:

- Innovation and the Law: Where Passion Meets Reason
- Business and Human Rights

30 other working sessions took place simultaneously. Led by nearly 300 international speakers, the majority of the sessions had simultaneous translation in French, English and Spanish to allow for maximum engagement.

A UIA congress is an excellent opportunity to receive updates on changes to the law and their impact on the legal profession and to forge professional relationships with colleagues from all over the world.

    After Porto, our new destination is Luxembourg, where the next UIA Annual Congress will be held.

    This beautiful city, which has attractions that will appeal to everyone, is ideally located in the heartland of the European institutions. The main themes of our Congress, which are resolutely focused on the future, as well as what lies ahead for lawyers and the legal profession, reflect our passion and our commitment to the practice of law.

    “Innovation and the Law: Where Passion Meets Reason” and “Doing Business in Respect of Human Rights” are the overarching themes.
    Through these themes, we wish to project our vision for the future of the legal profession.

    This 2019 Congress is being organised with the kind assistance and continuous involvement of Luxembourg lawyers. The Luxembourg Committee will be delighted to show you how charming the city is. The opening ceremony will take place at the Philharmonie and the gala dinner at the MUDAM, both of which symbolise the city’s cultural wealth.

    The in-depth technical work that is planned for our Congress will be fully compatible with the social activities for all attendees and accompanying persons, in the best tradition of UIA hospitality, which is built on participatory conviviality, sharing, integration, cultural and professional diversity, and is the core fabric of our organisation.

    It is a great honour for me to have been appointed as the President of the UIA’s 63rd Annual Congress. The Grand Duchy of Luxembourg is a unique location for holding such an event and we will make every effort to provide the best possible welcome for the congress attendees, who will be travelling from countries all around the world.

    The beauty and the particularities of Luxembourg are widely known and recognised beyond its borders. The Fortifications and the Old Quarters of the City of Luxembourg have been listed as UNESCO world heritage sites since 1994. We will be delighted to show you Luxembourg, which is rapidly changing, modern, multicultural, cosmopolitan and welcoming, while remaining true to its values and roots.

    We are very honoured that His Royal Highness, the Grand Duke of Luxembourg, has granted us his High Patronage for this 63rd Congress. The opening ceremony will take place in one of the most renowned European musical venues, the highly prestigious Philharmonie. The gala dinner will be held at the Musée d’Art Moderne Grand-Duc Jean (MUDAM), a magnificent modern art museum designed by the world-famous architect I. M. Pei. The Rockhal concert hall, which is located on the former site of the Esch-Belval steelworks, which has been completely rehabilitated in order to make way for a new, innovative city, will be the venue for an exciting evening that has many surprises in store for you.

    The main themes, the first of which is “Innovation and the Law: Where Passion Meets Raison”, are resolutely forward-looking. This theme will examine both the influence of innovation on the law and reciprocally, the need for the law to regulate innovation in certain cases, in various high-tech sectors.

    The second theme concerns fundamental rights and businesses. On June 16, 2011, the United Nations Human Rights Council (UNHRC) adopted the Guiding Principles on Business and Human Rights. These are guidelines for the UN Member States and private businesses for the fulfilment of their legal obligations, as part of the implementation of the UN’s “Protect, Respect and Remedy” framework. Lawyers should pay close attention to the practical implementation of the UN’s guiding principles in order to provide the best possible advice to businesses.

    We would like the scientific work to be widely available to lawyers, but also to other legal professionals, students, and European and global institutions, while involving representatives of both national and international businesses.

    We look forward to seeing many of you at a Congress that we trust will be unforgettable.

Register online or fill in one registration form per congress participant.
Your registration will only be confirmed after the full payment of the registration fees.

 

REGISTRATION FEES
The registration fees for UIA members or non-members include the following*:
- Opening ceremony and welcome cocktail at the Philharmonie on November 6, 2019,
- Informal reception at the Rockhal on November 7, 2019 except for law students,
- Closing ceremony and cocktail at the ECCL on November 9, 2019,
- Working sessions (main themes, commissions and working groups), except for accompanying persons,
- Lunches and coffee breaks on November 7, 8 and 9, 2019,
- Congress bag (for congress participants only),
- Access to the exhibition area.

All the participants are requested to mention the activities in which they wish to participate, whether or not they are included in the congress registration fees.
For activities that are not included in the registration fees, no registration shall be made until the full payment for the concerned activity has been received.

* Except in the case of one-day registrations or accompanying persons.

The Congress registration fees, as well as the gala dinner and the general excursion fees, must be paid:

Access for People with Restricted Mobility
As the access to some venues might not be very easy for people with restricted mobility, please kindly indicate in the appropriate section of the registration form whether you need any particular attention.

Shuttles / Access
The UIA will provide a shuttle service during daytime between the ECCL and the hotels of the congress. Transfers to and from your hotel will be provided for the evenings. The shuttle schedules will be available in the congress final programme distributed onsite at the registration desk and posted up in the hotels.

Lunches
Lunches will be organised so that you have ample time to meet friends and colleagues. They will be served at the ECCL. Access will be granted on presentation of your badge, and based on the selection you have made on your registration form.

Exhibition Area
The congress partners will be at the ECCL during the entire event to present their products and services. The list of the congress partners and exhibitors will be available on the partners section.

Congress Reports
The reports received in electronic format by the UIA will be available on “My UIA” section at www.uianet.org, for all registered participants who have paid their registration fees.

Accreditation
In order to obtain credits for continuing legal education purposes, if applicable depending on agreement at the national level, each participant attending the congress may download his / her “Certificate of Attendance” after the Congress ends through “My UIA” section at www.uianet.org. For more information, please contact the UIA.

Changes and Additions
Some names and meetings or activities have not yet been inserted in this programme, as the UIA did not receive confirmations in time for printing. We invite you to regularly consult the portal of the Luxembourg congress on the UIA Website to find out about the changes and additions made in the congress programme. The final programme will be distributed to participants at the congress venue, and will include all updates and logistical information.

Simultaneous Translation
The next table summarises the meetings where simultaneous translation will be provided, according to the information available as of the time of printing. Upon your arrival at the congress, please consult the final programme to check whether simultaneous translation is being provided in other languages or for other meetings.

Helpful tip
You will also have the opportunity throughout the congress to download directly all the reports and other documents of the congress scientific sessions, using the Wifi connection that will be available at the ECCL.

Entry Formalities

Nationals of EU Member States and Swiss nationals do not need a visa for stays of less than three months. However, they must be in possession of a valid National Identity Card or Passport.

Passport holders from countries other than EU Member States or Switzerland should consult the Ministry of Foreign Affairs website, which lists the countries whose citizens do not require a visa for short stays. If, on the contrary, you are a citizen of a country that is subject to the visa obligation, please contact the Luxembourg embassy or consulate in your country of residence in order to obtain a visa:

Transport

Direct flights serve Luxembourg airport on several airlines. You can benefit from attractive rates if you book your flight online as early as possible.

Transfers

The UIA will not provide shuttle services from the airport or from the train station. Luxembourg-Findel international airport is located 8 km from the ECCL. It takes around 15-20 minutes to go from the airport to the ECCL by taxi depending on traffic conditions. The train station is located in the city centre, 15 minutes away from the ECCL. Luxembourg has also a good public transport system including buses, trains and tramway.

Accommodation

The hotels selected by the UIA are located in three areas:

- the Kirchberg plateau, which is home to the European institutions, the European Convention Center Luxembourg (ECCL), the Philharmonie and the Mudam;
- the Luxembourg city centre, which is a Unesco World Heritage Site;
- the Dommeldange district, which is located in the northeast of the city, in a green environment.

Due to high demand, hotels are filling up very quickly in Luxembourg. Therefore, we recommend that you proceed with your hotel reservation as quickly as possible. Due to the limited number of rooms and the fact that preferential rates cannot be guaranteed for more than the number of rooms reserved by the UIA, we recommend that you make your reservations as early as possible with our partner agency, Destination Plus.

A minimum of two consecutive nights is requested for each hotel reservation.

Shuttles between the congress hotels and the ECCL will be available from November 6 to 9. The timetables will be included in the final programme.
We are offering reduced rates that have been specifically negotiated for the UIA Congress. Most of the hotels offer a special reduced rate on weekend nights (November 8 and 9). You will find details of the rates in the registration form.

Breakfast is included in the room price of all the suggested hotels.

The Sofitel Luxembourg Europe is the Kirchberg district’s only 5-star hotel. The different areas revolve around a stunning central atrium that bathes the hotel in rays of natural light. Decorated in a classic contemporary style, all 109 rooms have been completely renovated in 2018.

Location: 400 meters from the ECCL, 5 minutes’ walk, and 2.5 km from the city centre, 10 minutes by taxi.
Hotel services: Oro e Argento Italian gastronomic restaurant, Le Stübli restaurant (Luxembourg cuisine), Le SixtyFour° bar, Havana Lounge cigar bar, fitness centre.
Our view: we liked the elegant and spacious rooms (37 sqm minimum), the immense light-filled atrium and the proximity of the ECCL.

MELIÁ LUXEMBOURG 4*

From €280 (€185 on weekend)
The Meliá Luxembourg is a design hotel located in the Kirchberg district. "Ecolabel" certified, the hotel has 161 elegant and bright rooms decorated in a contemporary style.

Location: 200 meters from the ECCL, 2 minutes’ walk, and 1.5 km from the city centre, 10 minutes by taxi.
Hotel services: Goya breakfast restaurant, Aqua restaurant & bar, Gaudí terrace bar, spa area with Finnish sauna, steam bath, relaxation area and fitness centre.
Our view: We liked the generous breakfast, the sophisticated décor and the ideal location of the hotel next to the ECCL, the Philharmonie and the Mudam.

SUITE NOVOTEL LUXEMBOURG 4*

From €280 (€170 on weekend)
The Suite Novotel Luxembourg, located in the Kirchberg area, exclusively comprises 30-square-metre modular suites. The 110 suites are spacious, comfortable and very pleasant.

Location: 400 meters from the ECCL, 5 minutes’ walk, and 2.5 km from the city centre, 10 minutes by taxi.
Hotel services: L'Encas snack-bar, fitness centre and private car park (€17/night).
Our view: We liked the “Suite Novotel” concept, ideal for delegates who want to stay in the immediate vicinity of the Congress venue.

NOVOTEL LUXEMBOURG KIRCHBERG 4*

The Novotel Luxembourg Kirchberg is the largest hotel of the area. The 260 rooms are spacious, contemporary, and offer all modern conveniences.

Location: 500 meters from the ECCL, 5 minutes’ walk, and 2.5 km from the city centre, 10 minutes by taxi.
Hotel services: N'Bistro restaurant & bar, fitness centre and private car park (€ 11.50/night).
Our view: We liked the spacious (minimum 27 sqm) and comfortable rooms, the local and international cuisine of N'Bistro, and the location at the heart of the Kirchberg plateau.

City centre

LE ROYAL LUXEMBOURG 5*

From €320
Le Royal Hotel is located in the heart of the city and close to the historic centre. It is part of the Leading Hotels of the World luxury hotel collection. The 159 brightly coloured rooms with soft textures were fully renovated in 2015. They complete the look of the hotel, where chic and comfort come together.

Location: 2 km from the ECCL, 10 minutes by UIA shuttle or taxi.
Hotel services: La Pomme Cannelle French gastronomy restaurant, Amélys restaurant, Piano Bar, health club (heated indoor pool, sauna, steam room, fitness centre, solarium, massages and beauty salon), private car park (€15-20/night), free shuttle from/to airport and train station on request.
Our view: We liked the spacious rooms (30 sqm minimum), the spa, the elegant lobby, the impeccable service and the very central location.

NOVOTEL LUXEMBOURG CENTRE 4*

From €300 (€170 on weekend)
The Novotel Luxembourg Centre is a 10-minute walk from the medieval Old Town and the train station. The 150 modern rooms with discreet design are bright and spacious (24 sqm).

Location: 3.5 km from the ECCL, 15 minutes by UIA shuttle or taxi.
Hotel services: Red Square restaurant & bar, fitness centre.
Our view: We liked the modern and elegant lobby and bar decor, the spacious and bright rooms and the proximity of the city centre.

PARC BELAIR 4*

From €205 (€140 on weekend)
The Parc Belair hotel is located in a residential area, next to the Parc de Merl and in the immediate vicinity of the city centre, which is less than fifteen minutes’ walk. The 58 rooms are elegantly decorated and comfortable.

Location: 3.5 km from the ECCL, 15 minutes by UIA shuttle or taxi.
Hotel services: Le Bistrot restaurant, Le Mary's bar, fitness centre, sauna. Private car park (€25/night), shuttle from/to airport (€30) and train station (€10) on request.
Our view: We liked the quiet and peaceful environment of the hotel, the colourful and warm decoration of the bar and lobby and the view of Parc de Merl from the breakfast restaurant.

PARC PLAZA 3*SUP

From €195 (€135 on weekend)
The Parc Plaza hotel is located less than 5 minutes’ walk from the city centre. The 89 rooms are spacious (21 sqm minimum) and functional.

Location: 3 km from the ECCL, 10 minutes by UIA shuttle or taxi.
Hotel services: Le Bec Fin restaurant, Le Bateau Ivre bar, skittle-alley, private car park (€25/night), shuttle from/to airport (€30) and train station (€10) on request.
Our view: We liked the central location, the comfort, the calm and the brightness of the rooms.

Dommeldange district

DOUBLETREE BY HILTON LUXEMBOURG 4*

The DoubleTree by Hilton is located in the north of the city in a natural setting offering peace and tranquillity. The 345 rooms have recently been renovated in a contemporary style.

Location: 4 km from the ECCL, 15 minutes by UIA shuttle or taxi, and 5 km from the city centre, 15 minutes by taxi.
Hotel services: The Green restaurant-bar, wellness area with indoor pool, sauna and fitness centre, free car park, free shuttle from/to airport and train station on request.
Our view: We liked the warm and "foody" welcome, the quiet and functional rooms and the natural green surroundings.

ALVISSE PARC HOTEL 4*

From €135
The Alvisse Parc Hotel is located in a green and quiet environment in the north of the city .The hotel has 325 comfortable and fully-equipped rooms.

Location: 4 km from the ECCL, 15 minutes by UIA shuttle or taxi, and 5 km from the city centre, 15 minutes by taxi.
Hotel services: La Véranda restaurant, lounge bar, wellness area with indoor pool, sauna, steam room, rest area and fitness centre, free car park.
Our view: We liked the quiet and relaxing environment, the indoor pool and the free car park, ideal for those coming by car.

General Conditions

All registrations received by the Union Internationale des Avocats (UIA) along with the full payment of fees corresponding to the events selected will be confirmed in writing. A registration number will be assigned to each participant, which will be required during registration at the ECCL for handing over the Congress documents.

The UIA and Destination Plus reserve the right to cancel or postpone the Congress to a later date, change the Congress venue and/or programme, make any corrections or modifications in the information published in the Congress programme and cancel any invitation to participate in the congress, at any time and at their discretion, without having to provide any reasons.

Neither the UIA, Destination Plus, nor any of its managers, employees, agents, members or representatives shall be held responsible for any loss or damage, of any nature, suffered (directly or indirectly) by a Congress delegate, accompanying person or a third party following any cancellations, changes, postponements or modifications.

Neither the UIA, nor any of its managers, employees, agents, members or representatives shall be held responsible for any loss or damage, of any nature whatever, suffered (directly or indirectly) by a Congress delegate or accompanying person, except in case of death or personal injury due to gross negligence by the UIA.

The contractual relationship between the UIA and each participant (Congress delegate or accompanying person) in relation to the Congress are governed exclusively by French law. All dispute arising therefrom shall be resolved exclusively by the courts of Paris, France.

For accommodation for the Congress and the tours proposed by Destination Plus, the contractual relationship will be established directly between Destination Plus and each participant. This relationship is governed exclusively by French law, and all dispute arising therefrom shall be resolved exclusively by the courts of Paris, France.

FORMALITIES
It is the responsibility of Congress participants to ensure compliance with police, customs and health formalities for their journey. Congress participants unable to take part in the Congress because of their inability to take a flight or any other means of transportation due to being unable to provide the documents required (passport, visa, vaccination certificate, etc.) cannot claim any reimbursement.

FORCE MAJEURE
“Force majeure” means any event external to the parties, of both an unforeseeable and insurmountable nature, that prevents either the client or the participants, or the agency or service providers involved in organizing the Congress, from executing all or part of the obligations provided for in the present agreement. By express agreement, such will be the case in the event of a strike affecting the means of transport, hotel staff, air traffic controllers, an insurrection, a riot or any prohibition whatever decreed by Governmental or public authorities. It is expressly agreed that for the parties, a case of force majeure would suspend the execution of their reciprocal obligations. At the same time, each of the parties shall be responsible for all the expenses incumbent upon them, resulting from the case of force majeure.

HEALTH
The UIA and Destination Plus decline any liability in case of any health problems that may lead to complications or be aggravated during any part of the stay: pregnancy, cardio-vascular problems, any allergies, special diets, any disorders under treatment and not yet resolved on the day the Congress starts, psychological, mental or depressive illness, etc. (Non-exhaustive list).

CANCELLATION TERMS

Cancellation of Registration for the Congress / Gala Dinner / General Excursion
All cancellations will be subject to a 20% processing fee and must be sent in writing to the UIA no later than September 30, 2019. There will be no refunds for cancellations received after this date. All refunds will be paid after the Congress.

Participants who have paid the total registration fee and who are unable to attend the Congress personally may send a colleague as a substitute after informing the UIA. A €50 processing fee will be charged.

Invitation Letters

If you require an official invitation letter in order to obtain a visa, please:
• Register for the Congress and pay the registration fees as early as possible and no later than August 31, 2019 to ensure there is enough time to obtain a visa;
• Submit your request for an invitation letter no later than September 30, 2019. Invitation letters cannot be guaranteed after this date.

Applying for your visa

Once you have your invitation letter, you will need to apply for your visa. You are urged to contact the nearest Portuguese embassy or consulate as early as possible to determine where you should apply. You should also ask how long completing the visa process normally takes.

Registration refunds due to visa refusal

If you are refused a visa and you applied for your visa before August 31, 2019, we will refund your registration fees minus €50 to cover administrative costs. To be considered for a registration refund, please:

• Submit proof of a visa refusal to the UIA before the Congress;
• Submit a stamped copy of your visa application form (showing that you applied before August 31, 2019) before the Congress.

If your visa is issued after the Congress date or if you do not have proof of a visa refusal, you will not be entitled to a refund.

The personal data that you provide to us is processed by the International Association of Lawyers (the central services, communication, development and accounting departments; the accounting department only processes contact and accounting data), the registered office of which is located at 20 rue Drouot, 75009 Paris, France (Tel: +33 1 44 88 55 66 - Fax: +33 1 44 88 55 77 - privacy@uianet.org), which is the controller, hereinafter “UIA”.

Your data is processed in accordance with French Law no. 78-17 of January 6, 1978 on computerized data processing, personal data and civil liberties, and EU Regulation no. 2016/679 on data protection:

• The data that is necessary for the performance of your contract with the UIA is processed for the following purposes:
i. for the purpose of customer management; ii. for the issuance, collection and verification of invoices.
This data is kept for 10 years after the completion of our last contract.

• If necessary, your data is processed to the extent that is necessary in order to manage:
i. your attempt to be awarded a prize by the UIA; If your application is not successful, the data is deleted within 3 months of the end of the selection process.

• In addition, by ticking the relevant box on our website and providing us with your personal data, you give us your express consent to process this data for the following purposes:
i. for the circulation of the UIA's electronic and printed newsletters
ii. for the purpose of carrying out informational or promotional operations on the UIA’s services
iii.to carry out market studies;
iv. and, with a view to your data be processed for other purposes.

When the processing is based solely on your consent, you may withdraw your consent by making a written request to the UIA at any time, without prejudice to the lawfulness of the processing performed prior to the withdrawal of this consent. Your data is stored until you inform us that you no longer consent to such storage.

2. Your data will not be transmitted to any recipient other than those specified below and for the following purposes:
- to judicial and administrative authorities, to the persons and other entities to which a right of access to such data is granted by law;
- to the public or private entities for which the disclosure of data is necessary in order to meet the accounting and administrative needs of the UIA, as well as to comply with the obligations imposed by tax law and regulations, such as public agencies and accounting firms;
- to certain third parties, such as travel agencies, with which we cooperate for the organization of our events and activities.
- to certain third parties, such as event sponsors or partners, as part of partnerships and in order to inform you of their services or products, to which you expressly agree and can opt out of at any time
- to the law firm and the bailiff, as necessary, that are instructed to collect our invoices in the event of failure to pay,
- your resume to relevant authorities with a view to enabling you to obtain accreditation as part of vocational training and in order to inform participants,
- to our subcontractors that are responsible for the IT infrastructure, our management program, and the production and maintenance of our website and extranet, to the extent necessary for the performance of their respective assignments,

3. By making a written request (including in electronic format) that is dated, signed, and sent to UIA’s data processing officer with proof of your identity, you can obtain from the UIA a free copy (including in electronic format) of the personal data the concerns you, as well as, where appropriate, the rectification or deletion of data that is inaccurate, incomplete or irrelevant, or the limitation of processing within 30 days. You also have a right to data portability. After this period of 30 days, you may consider that the application has been rejected.
You can, under Article 40-1 of the above Law, set guidelines for the retention, deletion and disclosure of your personal data after your death.
