The Commission will examine the extent of protection afforded to lawyers' freedom of expression when they speak on behalf of a client in the media or in court in various European countries, the United States, Central America, Africa and Asia. Is this freedom of expression being strengthened? Is there a privilege that extends to external communications? Can this privilege be limited by the lawyer's code of conduct. By the law? By the interests of third parties?
