Future European Convention on the Legal Profession - UIA Submitted its Comments

On November 14, 2017, UIA, represented by François Moyse, UIA-IROL Co-Director of Rule of Law, and Julie Goffin, Human Rights and Protection of Lawyers Coordinator, met the Special Rapporteur, Sabien Lahaye Battheu - a Belgian MP and member of the Parliamentary Assembly of the Council of Europe (PACE), appointed by the Committee of Legal Affairs and Human Rights of the PACE - to draft the European Convention on the legal profession.

On this occasion, the UIA’s representatives presented UIA's comments on the draft, including proposals for the framework of the Convention, as well as the main aspects of the framework to be developed (fundamental principles, obligations, role of Bars, State obligations, etc.).

On December 12, 2017, the Committee on Legal Affairs and Human Rights, on the basis of a report by Sabine Lahaye-Battheu (Belgium, ALDE), unanimously voted in favour of drafting a European convention on the profession of lawyer.

“The committee believes that greater protection should be offered to lawyers who, in many Council of Europe member States, are victims of harassment, threats, attacks and physical violence – sometimes going as far as murder - and abuse of disciplinary proceedings” ( see here).
