More than ever in recent years, the issue of human rights and the awareness and concerns that they generate are at the heart of current affairs. During our Nice forum last year, we could never have imagined what would happen in the Mediterranean basin, namely the "awakening" of the African continent and its consequences for the ill-treated populations who are fleeing en masse to Europe and the rest of the world.

Following on from the Italian-French summit and the possibility of the revision of the Schengen agreements in order to counter these flows of immigrants, the Bologna discussions will provide the basis for this new, multi-ethnic reality, and will propose new ways forward for the States that will inherit responsibility for the individual rights of these populations, through the experiences of all those who wish to share them with us.
