    UIA President

    Dear Colleagues,
    Dear Friends,

    For the first time since 1927, its founding year, our association will hold its Annual Congress in Sub-Saharan Africa, in the Senegalese capital Dakar on the Cap-Vert peninsula, where African and European cultures intersect.

    The rapid growth of this capital epitomises the African continent’s economic impetus.

    The main themes of our Congress, which were chosen with this dynamism in mind, are as follows:

    - “Governance of Mineral and Energy Resources in Africa and Beyond”, a topical subject that is particularly relevant during this period of energy transition;
    - “Effectiveness and Relevance of Judicial Systems” is also an essential theme for reflection in order to understand our societal models.

    As lawyers, we are fully involved in the functioning of our judicial systems; the idea that we are mere contributors to the administration of justice is completely outdated. We are now one of the key components of the judicial framework, in the capacity of both participant and observer.

    This Congress has been organised with the active and friendly cooperation of the Senegalese Bar Association, its Presidents and the members of the Governing Body.

    This Congress will also be held under the patronage of His Excellency the President of the Republic of Senegal, Macky Sall.

    Every effort has been made to ensure that this Congress is a celebration and a success.

    The opening ceremony, as well as the scientific work, will take place at the Abdou Diouf International Conference Center (CICAD). Its modern architecture will be a magnificent setting for this event.

    The gala dinner will be held at the oceanside Terrou-Bi Resort. A special musical surprise awaits you at the informal evening, where African rhythms will feature prominently.

    In addition, numerous social activities will be arranged for Congress attendees and those accompanying them, so that they can discover Dakar and its surroundings, and also African crafts, cuisine and culture.

    This Congress embodies our association’s values: sharing, equality, culture, our diversity and the genuine sense of community that is our strength.

    I look forward to seeing many of you in Dakar to celebrate this occasion and absorb the intellectual and cultural richness of Africa. This event is a unique opportunity, and it will take place under conditions that have been made exceptional by the involvement and commitment of our entire community.

    President of the 66th Congress

    In view of its pluricultural and multilingual role, the UIA, after almost a century of existence, had a duty to rectify an anomaly, and perhaps even remedy an injustice, by at last making a stop in Sub-Saharan Africa long enough for a Congress to be held.

    This is the welcome decision that was made by the General Meeting in Luxembourg on November 8, 2019, which selected the Republic of Senegal, its bar association and its capital city to host what was to be the 65th Congress in October 2021.

    The global scourge of the COVID-19 pandemic meant that humanity was locked down for several months, which forced us to readjust.

    Thankfully, the current lull allows us to be daring and optimistic, qualities which are both embodied in the upcoming Dakar Congress.

    Dakar is a vibrant, lively city, and not only because General de Gaulle acknowledged this 64 years ago.

    We hope the Congress will be a moment of respite that the attendees and those accompanying them will be able to savour. We look forward to seeing as many of you as possible and to your contributions to the Congress.

    Indeed, for several months, our Bar Association, its President and the Congress Organisation Committee have worked tirelessly, in synergy with UIA President Hervé Chemouli and his talented colleagues, to make this 66th Congress one that is truly unforgettable.

    In this endeavour, we know that we can count on the support of Senegal and its President, Mr Macky Sall who, as soon as he met with the UIA President and delegation in October 2019, stated that he was willing for this Congress to be held under his auspices.

    Since then, he has followed the preparations for the Congress most attentively, for which we are grateful.

    We therefore intend to offer our guests the best of Senegal, in particular in terms of science, culture and gastronomy.

    We will, as they say, pull out all the stops, and also combine business with pleasure.

    While the work led by experts in numerous fields and topics at the cutting edge of current affairs will naturally take centre stage, attendees and those accompanying them will also have the opportunity to visit historic sites and monuments, including the House of Slaves on Gorée Island, the Thiès Tapestry Factory, the African Renaissance Monument, the Museum of Black Civilisations and the Bandia Wildlife Reserve.

    The Congress is the perfect opportunity to experience Senegalese Teranga, or traditional hospitality: every effort will be made to ensure that guests receive a warm welcome, have a comfortable stay and feel completely at home.

    We are also extremely honoured that our country has been chosen to host this Congress and that I have been nominated as Congress President.

    We will endeavour to show that we are worthy of the challenge, in the same way as our Lions of Teranga, who won their first Africa Cup of Nations tournament in February and have now qualified for the FIFA World Cup in Qatar.

    We hope to ride the same wave of success and firmly believe that the UIA will help us to do so.

Members of the legal profession cannot be registered as accompanying persons for the Congress. Accompanying persons are not authorized to attend the scientific sessions. To be able to participate in the social activities, accompanying persons need to have registered and paid the corresponding registration fees. They will be given a special badge.

ACCESS FOR PEOPLE WITH RESTRICTED MOBILITY

LUNCHES

Lunches will be organised so that you have ample time to meet friends and colleagues. They will be served at the CICAD. Access will be granted on presentation of your badge, and based on the selection you have made on your registration form.

ACCREDITATION

In order to obtain credits for continuing legal education purposes, if applicable depending on agreement at the national level, each participant attending the Congress may download his / her “Certificate of Attendance” after the Congress ends through “My UIA” section at www.uianet.org. For more information, please contact the UIA.

CHANGES AND ADDITIONS

Some names and meetings or activities have not yet been inserted in this programme, as the UIA did not receive confirmations in time for printing. We invite you to regularly consult the portal of the Dakar Congress on the UIA Website to find out about the changes and additions made in the Congress programme. The final programme will be distributed to participants at the Congress venue, and will include all updates and logistical information.

WELCOME TO DAKAR!

For the first time since its founding year, 1927, UIA will hold its Annual Congress in Sub-Saharan Africa, in the Senegalese capital of Dakar.

Located at the western end of the African continent and facing the Atlantic Ocean, Dakar unfolds in striking contrasts between modernity and authenticity. Its lively markets, its nightlife, its peaceful islands just offshore, its sites steeped in history and its authentic fishing villages form a surprising kaleidoscope. Lively and warm, Dakar is a captivating city that never stops reinventing itself. 

ACCOMMODATION

The hotels selected by the UIA are located in Dakar, about 30 kilometres from the CICAD (Congress venue). You can book your accommodation online at:

Shuttles between the Congress hotels and the CICAD will be available during the Congress. The timetables will be included in the final programme.

We are offering reduced rates that have been specifically negotiated for the UIA Congress. Breakfast is included in the room price of all the suggested hotels.

Due to high demand, hotels are filling up very quickly in Dakar. Considering the limited number of rooms and the fact that preferential rates cannot be guaranteed for more than the number of rooms reserved by the UIA, we recommend that you make your hotel reservation as early as possible!

ENTRY FORMALITIES

We encourage you to consult the Dakar Blaise Diagne International Airport website, which lists the countries whose citizens do not require a visa for short stays. If, on the contrary, you are a citizen of a country that is subject to the visa obligation, please contact the Senegalese embassy or consulate in your country of residence in order to obtain a visa:

We strongly advise those who require a visa to proceed with their visa application as early as possible.

HEALTH SITUATION

In Senegal, the daily statistics on the evolution of Covid-19 communicated by the Ministry of Health and Social Action show a very low number of cases and can be consulted on the Ministry's website: https://www.sante.gouv.sn/taxonomy/term/14
Given this reassuring health situation, many international events are regularly held in Senegal.

Since March 29, 2022, travellers are allowed to enter Senegal on presentation of:
• either a vaccination certificate;
• or a negative PCR test less than 72 hours old.
These conditions are subject to change. It is therefore strongly recommended to check the conditions that apply with the airline before travelling to Senegal.

TRANSFERS

The CICAD (Congress venue) is located about 30 kilometres from the centre of Dakar. It takes about 40-50 minutes to get there, depending on traffic conditions.

The UIA will provide meet & greet and shuttle services from the airport (arrival transfers). On October 25 and 26, hostesses will be available at Blaise Diagne International Airport to welcome, inform and direct participants to the shuttle buses.

From October 26 to 29, a free transport service will be available to ensure the various journeys between the hotels and the Congress venue (CICAD) and the evening events venues (Cercle de l'Union, Hôtel Terrou-Bi).

CLOTHING

In Dakar in October the average temperature is between 25°C and 30°C. Light Clothes are recommended for the congress period. At the CICAD, all the rooms are air-conditioned.

Dress code for the various social events:
> Opening ceremony: business attire
> Informal evening: smart casual attire
> Gala dinner: full evening dress
> General excursion: casual attire

GENERAL CONDITIONS

All registrations received by the Union Internationale des Avocats (UIA) along with the full payment of fees corresponding to the events selected will be confirmed in writing. A registration number will be assigned to each participant, which will be required during registration at the CICAD for handing over the Congress documents.

The UIA reserves the right to cancel or postpone the Congress to a later date, change the Congress venue and/or programme, make any corrections or modifications in the information published in the Congress programme and cancel any invitation to participate in the Congress, at any time and at their discretion, without having to provide any reasons.

Neither the UIA, nor any of its managers, employees, agents, members or representatives shall be held responsible for any loss or damage, of any nature, suffered (directly or indirectly) by a Congress delegate, accompanying person or a third party following any cancellations, changes, postponements or modifications.

Neither the UIA, nor any of its managers, employees, agents, members or representatives shall be held responsible for any loss or damage, of any nature whatever, suffered (directly or indirectly) by a Congress delegate or accompanying person, except in case of death or personal injury due to gross negligence by the UIA.

The contractual relationship between the UIA and each participant (Congress delegate or accompanying person) in relation to the Congress are governed exclusively by French law. All dispute arising therefrom shall be resolved exclusively by the courts of Paris, France.

For accommodation for the Congress, the contractual relationship will be established directly between bnetwork and each participant.

Formalities
It is the responsibility of Congress participants to ensure compliance with police, customs and health formalities for their journey. Congress participants unable to take part in the Congress because of their inability to take a flight or any other means of transportation due to being unable to provide the documents required (passport, visa, vaccination certificate, etc.) cannot claim any reimbursement.

Force Majeure
“Force majeure” means any event external to the parties, of both an unforeseeable and insurmountable nature, that prevents either the client or the participants, or the agency or service providers involved in organizing the Congress, from executing all or part of the obligations provided for in the present agreement. By express agreement, such will be the case in the event of a strike affecting the means of transport, hotel staff, air traffic controllers, an insurrection, a riot or any prohibition whatever decreed by Governmental or public authorities. It is expressly agreed that for the parties, a case of force majeure would suspend the execution of their reciprocal obligations. At the same time, each of the parties shall be responsible for all the expenses incumbent upon them, resulting from the case of force majeure.

Health
The UIA declines any liability in case of any health problems that may lead to complications or be aggravated during any part of the stay: pregnancy, cardio-vascular problems, any allergies, special diets, any disorders under treatment and not yet resolved on the day the Congress starts, psychological, mental or depressive illness, etc. (Non-exhaustive list).

CANCELLATION TERMS

Cancellation of Registration for the Congress / Gala Dinner / General Excursion
All cancellations will be subject to a 20% processing fee and must be sent in writing to the UIA no later than September 30, 2022. There will be no refunds for cancellations received after this date. All refunds will be paid after the Congress.
Participants who have paid the total registration fee and who are unable to attend the Congress personally may send a colleague as a substitute after informing the UIA. A €50 processing fee will be charged.

COVID-19
For any cancellation of onsite participation after September 30, 2022, a credit voucher or a full refund of the registration fees will be offered in the following cases:

  • if you test positive for Covid-19 less than 14 days before the Congress (a medical certificate or a proof of positive test result will be required);
  • border shutdown by Senegalese government or by your country’s government;
  • if country where you live is under lockdown.

For any other reason, the standard cancellation policy will apply.

Should the onsite Congress be cancelled due to Covid-19 concerns, participants will be able to request a credit voucher or a full refund of their registration fees.
If a virtual alternative is offered, part of the amount paid for the onsite Congress can be used for the virtual Congress. The remaining amount can be carried forward to another UIA event or refunded.

Invitation Letters
If you require an official invitation letter in order to obtain a visa, please:

  • Register for the Congress and pay the registration fees as early as possible and no later than August 31, 2022 to ensure there is enough time to obtain a visa;
  • Submit your request for an invitation letter no later than September 30, 2022. Invitation letters cannot be guaranteed after this date.


Applying for your visa
Once you have your invitation letter, you will need to apply for your visa. You are urged to contact the nearest Senegalese embassy or consulate as early as possible to determine where you should apply. You should also ask how long completing the visa process normally takes.

Registration refunds due to visa refusal
If you are refused a visa and you applied for your visa before August 31, 2022, we will refund your registration fees minus €50 to cover administrative costs. To be considered for a registration refund, please:

  • Submit proof of a visa refusal to the UIA before the Congress
  • Submit a stamped copy of your visa application form (showing that you applied before August 31, 2022) before the Congress.

If your visa is issued after the Congress date or if you do not have proof of a visa refusal, you will not be entitled to a refund.

Assistance / Repatriation Insurance (at your own expense)
With regard to your participation in the Congress, we recommend that you purchase an insurance policy providing hospitalization and medical expenses coverage.
For your information, insurance may be included if you pay with some credit cards (please check with your bank to obtain details about such coverage).
The UIA declines all liability in case a Congress participant fails to purchase such an insurance policy.

The personal data that you provide to us is processed by the International Association of Lawyers (the central services, communication, development and accounting departments; the accounting department only processes contact and accounting data), the registered office of which is located at 9 rue du Quatre-Septembre, 75002 Paris, France (Tel: +33 1 44 88 55 66 - Fax: +33 1 44 88 55 77 - privacy@uianet.org), which is the controller, hereinafter “UIA”.

Your data is processed in accordance with French Law no. 78-17 of January 6, 1978 on computerized data processing, personal data and civil liberties, and EU Regulation no. 2016/679 on data protection:

• The data that is necessary for the performance of your contract with the UIA is processed for the following purposes:
i. for the purpose of customer management;
ii. for the issuance, collection and verification of invoices.
This data is kept for 10 years after the completion of our last contract.

2. Your data will not be transmitted to any recipient other than those specified below and for the following purposes:
- to judicial and administrative authorities, to the persons and other entities to which a right of access to such data is granted by law;
- to the public or private entities for which the disclosure of data is necessary in order to meet the accounting and administrative needs of the UIA, as well as to comply with the obligations imposed by tax law and regulations, such as public agencies and accounting firms;
- to certain third parties, such as travel agencies, with which we cooperate for the organization of our events and activities;
- to certain third parties, such as event sponsors or partners, as part of partnerships and in order to inform you of their services or products, to which you expressly agree and can opt out of at any time;
- to the law firm and the bailiff, as necessary, that are instructed to collect our invoices in the event of failure to pay;
- your resume to relevant authorities with a view to enabling you to obtain accreditation as part of vocational training and in order to inform participants;
- to our subcontractors that are responsible for the IT infrastructure, our management program, and the production and maintenance of our website and extranet, to the extent necessary for the performance of their respective assignments.

3. By making a written request (including in electronic format) that is dated, signed, and sent to UIA’s data processing officer with proof of your identity, you can obtain from the UIA a free copy (including in electronic format) of the personal data the concerns you, as well as, where appropriate, the rectification or deletion of data that is inaccurate, incomplete or irrelevant, or the limitation of processing within 30 days. You also have a right to data portability. After this period of 30 days, you may consider that the application has been rejected. You can, under Article 40-1 of the above Law, set guidelines for the retention, deletion and disclosure of your personal data after your death.
